In the evening on 10 April 2008, Hua Hin Hotline Newspaper owner Mr. Tuck Dechapanya together with Mr. Walhan Pope and other staff have organized a meeting to discuss problems foreign buyers face when buying property in Hua Hin from foreign developers. To the meeting was invited Provincial Governor Mr. Prasong Phithunkijja, Vice Governor Mr. Bongkarn Limpaphan, Hua Hin District Chief Officer Mr. Prasit Boonlikit, Hua Hin Branch Land Official Mr. Pakit Siricharoen, Deputy Commander of Provincial Police Pol. Maj. Wirat Watcharakhachon, Hua Hin Police Station Superintendent Pol.Col. Kasana Chaemsawang, Deputy Superintendent and Chief of Tourist Police Pol. Lt. Col. Withat Borirak.
The meeting was attended also by several expats from Hua Hin who have problem with buying land and house from Hua Hin's “foreign brokers”. In total 80 persons have attended the meeting which was held at Coco 51 Restaurant.
Before the arrival of the Provincial Governor and Deputy Governor, Mr. Walhan Pope had announced objectives of the meeting. Many customers who bought land and houses in Hua Hin felt that they didn't receive service they have expected. Several issues were raised during the meeting:
Projects owners could not fulfill contract made with their clients.
Infrastructures and facilities provided by the owners were not what the customers wanted.
Some projects developers intended to break the contract given to their customers, as on some project no construction took place for the past 3 years.
The prices of many houses were much higher than the market value for similar properties. On some projects construction price went above agreed price. Many houses were constructed to a very low standard than it was expected. Most of customers have complaint to project owners about problems such as leaked roofs and cracked walls. Some owners complained that they were cheated by landlords. In other cases house brokers intentionally asked for high commission and some had many problems with contractors.
After that Mr. Tuck Dechapanya warmly introduced the senior guests to other participants of the meeting. Shortly afterward Prachuap Khirikhan Provincial Governor Mr. Prasong Phithunkijja and Vice Governor Mr. Bongkarn Limpaphan have arrived to the meeting. Both were introduced to other guests. After introduction, the Governor had a chance to talk to many guests about their problems and how to improve standards of service provided by the developers to buyers.
The meeting concluded that the foreign buyers would like to establish an association. However Hua Hin District Chief Officer Mr. Prasit Boonlikit has advised them at it will better if they will establish expats club instead. He said that he is willing to help the registration and establishing such a club. Several Hua Hin government institutions will act as advisers. Deputy Commander of Provincial Police and Hua Hin Police Station Superintendent were willing to be consultants for the club as well. Before saying goodbye, most of the persons present at the meeting requested regular monthly meeting so they can share experience and together try to solve problems. This has been agreed unanimously.
