During this year of the Thai Cultural Festival there were 4-region cultural art performances, Thai traditional music, Thai cultural beauty contest, shopping booths as well as masterpieces created by students from a vocational college. During the opening ceremony of Thai Cultural Festival Mrs. Wanna Choksuchart, the president, spoke about the history of the event. Provincial Governor has officially opened the festival. Around 1000 Thai and foreign participants have attended the Thai Cultural Festival. This year it was one of the most colorful events welcoming the New Year.

On 10 December 2009, Hua Hin Cultural Council held the 5th Thai Cultural Festival. During the opening ceremony of the event, Mrs. Wanna Choksuchart, president of Hua Hin Cultural Council placed the wreath in front of the monument of Phon King Phet, the first international boxing champion of Thailand. Thai Cultural Festival has been continuously since 2005 and was organized by the first president of Hua Hin Cultural Council Mr. Tuck Dechapanya.
